Forced to Scale Backwards
Some are forced to scale backwards — losing stability, housing, financial security, or safety — in order to qualify for services intended to help them recover.
Pressure to Demonstrate Hardship
Others may feel pressure to remain within conditions that demonstrate ongoing hardship in order to continue receiving support, creating a cycle where forward movement is delayed.
